Lawyer, Partner and Country Co-Chair for Portugal at Pérez-Llorca. Former Secretary of State for Tourism and specialist in public policy and artificial intelligence regulation. 

He co-leads Pérez-Llorca’s Public and Regulatory Law practice in Lisbon, focusing on public policy, public procurement, and the regulation of highly regulated sectors such as energy, transport, and digital platforms. He served as a Member of the Portuguese Parliament and Secretary of State for Tourism during the XIX and XX Constitutional Governments. 

He is Non-Executive Vice-Chairman of the Board of Directors of Galp Energia, an arbitrator at CAAD, and a guest lecturer at Nova SBE and NOVA School of Law, where he teaches public management and public law. He is the author of several works, notably A Grande Escolha (2020) and Algoritmocracia – como a IA está a transformar as nossas democracias (2025) [Algorithmocracy – How AI Is Transforming Our Democracies], in which he examines the impact of artificial intelligence on the shaping of public opinion and the functioning of democracies.
