Carlos Moedas is a Portuguese politician, civil engineer, and economist serving as Mayor of Lisbon since 2021. He previously served as European Commissioner for Research, Science and Innovation from 2014 to 2019 within the European Commission, where he oversaw EU research policy and the Horizon 2020 programme. Prior to this, he was Secretary of State to the Prime Minister of Portugal between 2011 and 2014, participating in economic policy and structural reform during the sovereign debt crisis. Earlier in his career, he worked in investment banking and consultancy across Europe.

He holds a degree in civil engineering from Instituto Superior Técnico and an MBA from Harvard Business School. His professional trajectory spans engineering, economics, finance, and public administration, reflecting a focus on innovation, urban development, and economic competitiveness.
