Gonçalo Saraiva Matias is a Portuguese lawyer, academic and public policy expert. He serves as the President of the Board of Trustees of the Francisco Manuel dos Santos Foundation and is a Professor of Law, with a career dedicated to constitutional law, public governance and institutional reform. Throughout his work, he has contributed to research and public debate on democracy, citizenship, education and the future of public policy.
Alongside his academic career, he has held several public service roles, including Secretary of State for Administrative Modernisation, where he led initiatives to improve public administration and digital government. He has also advised national and international institutions on governance, regulation and legal reform.
A regular speaker at international conferences, Gonçalo Saraiva Matias is recognised for fostering dialogue between academia, government and civil society.
